Apr 2016: I have had 3 pipe leaks in the 1 year and 10 months I have been living here. To get to one of the leaks they had to disconnect my dryer and tear a hole in my wall. That was January 19th. They did not fix the hole until February 12th and they have never correctly fixed my dryer and the maintenance person who came to reconnect it left me a note telling me it's my dryer and my responsibility. Well, if there had never been a pipe leak in the first place then my dryer would still be connected the way I initially had it installed and I wouldn't have had to have it reconnected now would I?? Also, they are using electrical tape to reconnect it and not reconnecting it properly and it keeps coming undone.

DO NOT BE FOOLED YOU WILL REGRET IT. Just because it's cheap it's really not worth it. I'm so glad I moved out of this DUMP. The dog poop in the front of the apartments and in the back is outrageous and not cleaned up. You have to take your shoes and sneakers off to get in and out of your apartment when it rains because the drains are always clogged up and management and maintenance don't care. The maintenance crew uses your electricity in the rear of your home and when you not home they just come in at their own leisure like they live there.

I lived here for 5 days! They show you the "model" home, which looks nothing like the ones they actually rent out. When I was ready to sign the lease, they gave me a list of apartments that were "move in" ready. I picked one only to be told it wasn't ready. Anyway, I gave them almost a week and finally got it on a Friday. When I did a walk-thru, stuff looked like it hadn't been touched or cleaned and a maintenance guy was still messing with the A/C unit. The place was musty and they only changed the carpet in bottom floor.
Review from 4/06/15 on Apartment RatingsAug 2014: Horrible. don't live here. I cannot wait to move. Disgusting bugs are everywhere, water bugs occasionally, but 99% it is roaches. The worst part is I found them in the dishwasher as well. People move here because it's cheap, but don't. It's not really safe either, police are here often, for example down the street last night. Apparently there was a shooting here last year which I was not informed about until after I moved in. People like to speed down the road even though there are small children out all the time and animals. It floods when it rains. Most people are nice, but some are pretty sketchy and look/act high. The floors are very creaky and I can hear the neighbors walking around upstairs. Besides the bug problem the apartment is okay, but everything else ruins it. It is very quiet and I have had no problems. When I first moved here, we received a quarterly nresletter which we don't get now. I liked being informed what was.happening and wish they would consider doing the newsletter again.

There was frequent law enforcement visits to this location. I did not feel safe living alone and invested in a bar to help lock the sliding glass door as there was no added security measure like this at the time.
The maintenance workers were timely in responding to my requests though the fixes were never permanent.
The office staff was never there during business hours. This resulted in issues when I was given orders to deploy with the National Guard. Thankfully, Phillips Management later addressed all of my concerns.

Nov 2013: These people are shady operators. Their ambiguously worded lease suggests that you must notify them 60 days in advance or pay a penalty IF YOU MOVE OUT EARLY, but in fact they will charge you for not giving them insufficient notice EVEN IF YOU MOVE OUT AT THE END OF YOUR LEASE! In short, they will do everything they can to make sure they keep all of your deposit, and more if they can squeeze it out of you. Also, the apartments are generally dumpy and not particularly well maintained, the parking lots are swamp every time it rains.
